About Portimão
Portimão: almost half of what is sold here does not exist yet
If you look at what we publish in Portimão and take note of a single figure, make it this one: four in every ten properties are under construction or not yet built. These are not houses with pending works — they are apartments that today are a plan, a permit and a model, and that will be delivered in one, two or three years' time.
This changes everything about how you buy. It changes what you visit, what you negotiate, the risk you take on and the timing of your money. A buyer coming from a resale market who treats a development like a finished house is in for surprises — and in the Algarve, with its history of delayed developments, those surprises are expensive.
This page takes that seriously, because it is the characteristic that separates Portimão from anywhere else in the municipality and from most of the Algarve coast.
Property for sale in Portimão: the inventory in numbers
The apartments and houses for sale in Portimão that we publish run from about €205,000 to €3.8 million, with the median at €433,000. But the median here is less interesting than the concentration: the great majority of what we hold sits between €250,000 and €500,000. That is a narrow band, and the narrowness is the information.
Portimão is not a market of extremes like Silves, where a village house and a farming estate share the same page. It is a tight, urban and reasonably homogeneous market, with two or three exceptions at the top that belong to a different conversation.
- Apartments dominate. Unlike the interior of the municipality, houses are a clear minority here.
- Two and three bedroom units are practically the entire market. Anyone seeking larger typologies will find little, and what they find tends to be outside the city.
- The median area is around 137 m², which for two and three bedroom units is generous and reflects recent construction with wide balconies.
- About a third of listings declare a parking space, which in a city with Portimão's parking situation is not a detail.
Buying off-plan: what it actually involves
Since half the inventory is new build or under construction, this is the most practical section on the page.
The timing of the money is different
In an off-plan purchase, the price is not paid in one go at completion. It is paid in stages: a reservation deposit, a percentage at the promissory contract (CPCV), payments tied to construction progress, and the balance at the deed. This has two consequences many people fail to anticipate: your capital is committed for years without generating income, and a mortgage approved today may need to be reconfirmed at completion, at whatever rates prevail then.
What to check before the promissory contract
- Does the building permit exist and is it valid? Selling before a permit is issued is possible and is where most delays originate.
- What guarantees protect the money paid in advance? A bank guarantee, a surety bond, or nothing at all — the difference is enormous and rarely appears in the advertisement.
- What is the contractual delivery date, and what is the penalty for delay? A date with no penalty attached is an intention, not a commitment.
- What is included in the finish? Fitted kitchen, air conditioning, electric blinds and sanitaryware vary widely between developments, and "extras" add up fast.
- Who is the developer and what have they delivered before? It is the most useful check and the one fewest people run.
The honest counterpoint
Buying off-plan has real advantages and it would be dishonest to omit them: you choose finishes and sometimes orientation, you enter at launch pricing in a development that may appreciate before delivery, and you receive a property with a construction warranty and modern energy efficiency. The risk is one of execution and schedule, not necessarily of value. Those with a time horizon and tolerance for delay usually do well; those who need keys on a fixed date should look at resale.
The city, and the confusion with the beach
There is a persistent misunderstanding about Portimão and it is worth clearing up before any visit.
Portimão is a working city. It has an active fishing port, a commercial dock, a hospital with an emergency department, a courthouse, a business fabric and a population that lives there all year. It also has traffic, roadworks, attractive districts and ordinary ones, exactly like any mid-sized Portuguese city.
Praia da Rocha is something else. It sits in the same city, minutes away, but functions as a beach resort, with the tourist density, nightlife and seasonality that implies. They are two very different environments, and buying in one while thinking of the other is the commonest mistake among those who do not know the place.
What the city offers all year
- Portimão hospital, the reference for the whole western Algarve.
- A complete school network, from primary to secondary, plus vocational education.
- High-street retail, shopping centres and a municipal market by the riverside.
- Portimão marina, with nautical services and access to the Arade river.
- A railway station on the Algarve line and a bus terminal.
A short drive away
- Praia da Rocha and Praia dos Três Castelos, minutes by car.
- Alvor and its estuary to the west, with the boardwalk across the wetland.
- The Algarve International Circuit, to the north.
- Faro airport, roughly 45 minutes by the A22.
Mexilhoeira Grande and Alcalar: the other half of this page
This page also covers Mexilhoeira Grande, the rural parish to the north-west, and it is fair to say it is a different world from the urban centre.
There the inventory changes in nature: houses with land, farms and larger properties appear, including the most expensive property on this entire page. It is open country with views towards the Monchique hills, next to Alcalar, where the megalithic monuments of some five thousand years ago stand.
Buying here means buying quiet and space ten or fifteen minutes from the city. It also means buying total dependence on a car and, in some cases, the same questions of water, licensing and registered area that arise on any Algarve rural property. Do not merge the two markets in your head simply because they share a municipal name.
What the advertisements mention most
Reading across the descriptions we publish, certain themes recur and say something about the product:
- Beach and sea are by far the most frequent mentions — this is a market that sells on proximity to water.
- Views appear almost as often, and scepticism is warranted: a "sea view" can be an open horizon or a slice between two buildings. Ask for photographs from the balcony, not of the development.
- Swimming pools are common in new developments, almost always communal.
- Investment is mentioned with high frequency, confirming that much of this supply is designed for letting or resale, not only for owner occupation.
- Schools come up often, a sign that there is demand for permanent residence and not only second homes.
How prices are distributed
The distribution across bands explains this market better than any average.
- Below €250,000 — practically residual. Anyone expecting to enter Portimão at low figures will have to look at older resale needing work, and even then will find little.
- Between €250,000 and €500,000 — this is where the overwhelming majority of supply sits. Two and three bedroom units, in the city or in new developments, with or without parking. It is the heart of the Portimão market.
- Between €500,000 and €1 million — larger apartments, upper floors with views, and some houses. A considerably thinner band.
- Above €1 million — rare, and when it happens it is outside the urban fabric, in Mexilhoeira Grande, with land.
The practical reading: Portimão is a narrow-band market. That is an advantage for anyone comparing — the supply is comparable with itself — and a disadvantage for anyone hunting a bargain or an exception. If your budget is €300,000 you will have plenty of choice; if it is €200,000 or €800,000 you will need to widen the search to other parts of the municipality.
Typologies: what is plentiful and what is missing
Two and three bedroom units make up the overwhelming majority of what we hold, in almost equal parts. It is the product built here and the product sought: enough size for a small family or for letting, without the acquisition and service-charge cost of larger typologies.
What is scarce is the extremes: one bedroom units are few and four bedrooms or more are very few. Anyone after a studio or one bedroom to let will find limited options in the city and may need to look at Praia da Rocha, where that product is more common. Anyone after a large family house will almost certainly end up in a villa, and probably outside the centre.
A note on bathrooms: in new developments it is common for each bedroom to have its own, which pushes bathroom counts up and explains two bedroom listings with two or three. That adds value for letting, but it also increases the area and, with it, the price and the service charge.
Where things are
The addresses on the listings we publish cluster in a few identifiable areas, and it is worth knowing the difference before booking viewings.
Centre and riverside
The old fabric beside the Arade river, with high-street shops, the market and the pedestrian zone. This is where most of the resale stock is, in buildings without lifts and on narrow streets. You gain urban life and lose parking.
Urban expansion areas
Developments north and east of the centre, where much of the recent construction and the current projects are. Buildings with lifts, garages and sometimes a communal pool. This is where most of this inventory lives.
The Praia da Rocha corridor
Running down towards the sea along the main avenue. A mix of hotels, aparthotels and housing. It is the area under the greatest tourist pressure and where the difference between August and January is most brutal.
Points to consider
These are the things we would rather say before the viewing than after the deed.
Schedule risk in developments
This is the most important point on the page. Construction delays in the Algarve are common, whether from licensing, labour shortages or material costs. Assume the announced date may slip and check what the contract provides for in that case. If a development advertises a delivery date that has already passed, that is information, not a detail.
Praia da Rocha's seasonality is intense
In August the area is dense, noisy and expensive. In January, part of the retail and dining trade closes. Neither photograph is the whole truth — but if you only visit in one of them, you will buy with half the information. Visit in both seasons.
Noise and construction in progress
In a city with this volume of new building, there is a real probability that the plot beside your apartment will one day be built on. Check what is planned in the surroundings before paying for a view — views disappear.
Parking
In the centre and in Praia da Rocha, parking is scarce and in summer it is a daily problem. A dedicated space changes both daily life and the value of the property. If the listing does not mention one, assume it does not exist and confirm.
Costs not in the price
- Service charges. Pool, gardens, lifts and security have a monthly cost, and in new developments the initial figure announced tends to rise after the first year.
- IMI, IMT and stamp duty on acquisition, with IMT varying considerably depending on whether it is a permanent or secondary residence.
- A22 tolls, if you use the motorway regularly.
- Letting management, if the aim is yield: commissions, cleaning and Local Accommodation registration, which is subject to municipal rules that change.
Advertised yield is not guaranteed yield
Some advertisements present profitability projections. Treat them as what they are: seller estimates, built on occupancy and nightly rate assumptions that may or may not hold. Ask for real operating figures if they exist, and discount management costs, maintenance, void periods and taxes.
What to weigh when comparing listings
- Floor and orientation. In this climate, a top floor facing west without shading is uncomfortable from June to September.
- Real walking distance to the beach. "Near the beach" in an advertisement can mean five minutes or twenty-five uphill.
- Energy certificate. New developments are usually A or B; 1980s and 1990s resale is often D or worse.
- Condition of common parts in older buildings — façade, lift and roof are expensive works decided by owners' vote.
- If it is off-plan: who is building, what they have delivered, and how late.
