About Lourinhã

Lourinhã is the seat of a municipality in the Oeste region, about seventy kilometres north of Lisbon, between Torres Vedras and Peniche. It is a country town and a seaside town at the same time: the historic centre lies a few kilometres from the coast, and the municipality is known for its surf beaches, for the dinosaur fossils that put it on the map of world palaeontology, and for the only brandy (aguardente) with a designation of origin in the country.

For buyers, Lourinhã offers houses and apartments at prices well below those of the Lisbon area and of Ericeira, with the beach ten minutes away and the capital about three quarters of an hour away on the A8. The trade-off is also well known: there is no train, life depends on the car, the main referral hospital is in another municipality, the coast has cliffs that are retreating, and the market moves a great deal with the summer. Where it is and how to get there

Lourinhã lies on the Oeste coast, in the district of Lisbon, surrounded by farmland, vineyards and orchards. The municipality has about 26 thousand inhabitants and eleven former parishes (civil parishes), from the beaches of Ribamar and Areia Branca to the farming interior of Vimeiro and Moita dos Ferreiros. The town and Atalaia now form the union of parishes of Lourinhã and Atalaia.

By car, the A8 motorway passes a few kilometres away and connects to Lisbon in about forty-five minutes outside rush hour, as well as to Torres Vedras, Caldas da Rainha and Leiria. There is no train station in the town: the Oeste railway line runs through Torres Vedras. There are frequent buses from the Lourinhã bus terminal to Campo Grande, in Lisbon, with a journey of about an hour. Lisbon airport is less than an hour away by car.

A little history

After the conquest of Lisbon in 1147, Afonso Henriques granted Lourinhã to a Frankish knight, D. Jordão, who gave its settlers a town charter (foral) in 1160. For centuries, the town lived off the land — cereals, vines and, later, fruit and vegetables — and off the sea, in the small fishing settlements along the coast.

In the twentieth century, the vineyards gave rise to a unique product: in 1992, Lourinhã became the only demarcated region for brandy (aguardente) in Portugal, one of three in the European Union, alongside Cognac and Armagnac. In recent decades, it has been the discoveries of Jurassic fossils, in the cliffs and fields of the municipality, that have done most to make the town's name known. Atalaia was a parish in its own right between 1985 and 2013, the year it was merged with the parish of Lourinhã.

Lourinhã, area by area

The town

The centre of Lourinhã brings together the municipal services, shops, schools, the market and the museum. Here you find apartment buildings from various periods, new developments under construction and neighbourhood houses, within walking distance of everything needed day to day. This is the area where most of the apartments on offer are concentrated. In the centre is the Parque da Cegonha, with walking and cycling paths, and a cycle track links the town to Praia da Areia Branca.

Praia da Areia Branca

A few kilometres from the town, Praia da Areia Branca is the municipality's main beach, with a wide stretch of sand, surf schools, restaurants and holiday apartments. In summer it fills up; in winter, many apartments stay closed. For anyone looking for a beach home near Lisbon, it is Lourinhã's benchmark.

The coast and the villages

Along the coast lie beaches such as Porto Dinheiro, Peralta and Porto das Barcas, set between cliffs, and villages such as Ribamar and Paimogo. Inland, there are villages and hamlets with detached houses, small farms (quintas) and agricultural land. Outside the town, what comes up for sale most often are detached houses with land, some with sea views.

Dinosaurs, beaches and brandy

Lourinhã gave its name to the Lourinhã Formation, a set of Jurassic rocks in which dinosaur bones, footprints and nests have been found. The Museu da Lourinhã holds many of these finds, and the Dino Parque, open at the entrance to the town, is the largest open-air museum in the country devoted to dinosaurs, with more than 180 life-size models. One of the dinosaurs discovered in the municipality, Lourinhanosaurus, even bears the town's name. For families living here, it is an attraction on the doorstep; for the local economy, it brings visitors all year round.

Lourinhã's beaches are known for surfing, with consistent Atlantic waves and schools for every level. DOC Lourinhã brandy, aged in oak casks, is produced by the Adega Cooperativa da Lourinhã and by Quinta do Rol. It is a place of countryside, sea and its own local products, rather than of mass tourism.

Health, schools and services

Lourinhã belongs to the Unidade Local de Saúde do Oeste, the local health unit. There is a health centre in the municipality, but the referral hospital is the one in Torres Vedras, about twenty kilometres away, and some specialities and emergencies are referred on to Caldas da Rainha or to Lisbon. There are state schools from pre-school to secondary level in the town, and everyday shopping — supermarkets, pharmacies, services — is in the centre. For larger purchases, Torres Vedras is a quarter of an hour away by car.

What is for sale

In Lourinhã you mainly find apartments and detached houses. In our selection, prices range from about €250,000 to €1.1 million: at the lower end, new one-bedroom apartments in a development under construction in the town centre and simpler three-bedroom houses; in the middle, two- and three-bedroom apartments and neighbourhood houses with gardens; at the top, luxury three-bedroom apartments with generous floor areas, a penthouse with a pool, and detached houses with land and views.

A significant part of the supply is new construction, sold off-plan. What drives the price is the floor area, the layout, the proximity to the centre or to the sea, the view, the stage of construction and, for houses, the land and the pool. In off-plan developments, the price is compared against the delivery date and the payment terms.

The market moves. Well-priced properties are reserved quickly and some prices are revised over the weeks. A listing seen a month ago may now be at a different price or no longer available: always confirm the current status and price before going ahead.

Investment analysis

Appreciation

Lourinhã benefits from demand that has been shifting to the coast north of Lisbon as Ericeira and the Cascais line have become expensive. With the A8 putting the capital three quarters of an hour away, and with remote work, more families have started to consider the Oeste region as a place for their main home. The limit is distance: anyone who needs to be in Lisbon every day weighs the commute before the price.

Renting

Long-term rentals are in demand from people who work in the municipality and in neighbouring ones. Holiday rentals are highly seasonal: near the beach, the summer months yield well and the winter is weak. Short-term holiday rental (alojamento local) depends on registration and on the municipal rules in force, and in a building under horizontal property ownership the owners' association can object. Everything should be confirmed before the deed.

Exit

Two- and three-bedroom apartments in the centre and houses near the beach have a steady flow of buyers. Large detached houses inland and houses in need of renovation appeal to a more specific audience and may take longer to sell.

Points to consider

The car and the distance to Lisbon

With no train in the town, life is lived by car or by bus. The forty-five minutes to Lisbon apply outside rush hour; at the entrance to the city, in the morning, traffic adds time. Make the journey at the time of day you will be making it every day.

Cliffs and coastal erosion

The Lourinhã coastline is made up of cliffs, which retreat with the sea and the rain. For a house or a plot near the cliff edge, check with the municipal council and in the coastal zone plans whether there are risk zones or building restrictions, and do not count on extensions near the shoreline without confirming them.

Buying off-plan

In a development under construction, what you buy is a project. Confirm the construction licence (licença de construção, the permit that authorises the works), the delivery date, the bank guarantees or insurance covering payments made before the deed, and what happens if the works are delayed. Read the promissory contract (CPCV) with a lawyer before paying the deposit. Payment plans usually require one part on reservation and on signing the promissory contract, further instalments during construction and the balance on the deed: the more you pay before the deed, the more the guarantee over that money matters.

Wind, humidity and maintenance

The climate is Atlantic: wind, fog and humidity, especially near the sea. Window frames, roofs, façades and equipment suffer more than they do inland. In a resale home, check for signs of damp and the condition of the windows; in a new home, ask about the insulation solution.

Seasonality

In Praia da Areia Branca and the coastal villages, winter is quiet and many services open only in the high season. For anyone who wants to live there all year round, visit the area outside the summer too. On the other hand, in July and August there is more traffic and parking near the beaches is difficult.

Health care and emergencies

The referral hospital is in Torres Vedras, and the operation of some emergency departments in the region has been subject to limitations in recent years. For those with frequent health needs, this distance should be taken into account.

Agricultural land

The municipality is highly agricultural, and much of its land lies within the National Agricultural Reserve. For a plot or a house with land, confirm with the municipal council the land classification in the municipal master plan before counting on building or extending.

Legal and tax checklist, in Portugal

Before buying: the permanent certificate from the land registry (certidão permanente do registo predial, which shows ownership and any charges) and the property tax record (caderneta predial, the tax office's description of the property); the occupancy licence (licença de utilização, which confirms the property may be used as a home) or, for off-plan purchases, the construction licence; the energy certificate; a statement of no debts to the owners' association and its regulations; for houses, licences for all buildings, including annexes and the pool; near the coast, the restrictions of the coastal zone plans; if the goal is short-term rental (alojamento local), the municipal rules and those of the owners' association.

On purchase: buyers from abroad need a Portuguese tax number and, as a rule, a tax representative or attorney. IMT (the property transfer tax) and stamp duty (imposto do selo) are paid before the deed, which is signed at a notary or at a Casa Pronta desk, followed by registration. It is advisable to have a lawyer check the documents before the promissory contract, which is normally when the deposit is paid.

While you own it: IMI (the annual municipal property tax), at the rate set every year by the Câmara Municipal da Lourinhã, between 0.3% and 0.45% of the taxable property value (valor patrimonial); since 2023 the council has had a regulation granting full or partial exemption from IMI and IMT for rehabilitated properties. Add to this owners' association fees, insurance and maintenance. Rental income is declared in Portugal, including by non-residents.

On sale: capital gains tax, with different rules for residents and non-residents. Since 2023, the residence permit for investment can no longer be obtained by buying residential property.

Who it makes sense for — and who not

It makes sense for those who want to live near the sea at a lower price than in the Lisbon area and who work from home or only go into the city a few times a week; for families looking for a town with schools and services; for surfers; and for those seeking a holiday home less than an hour from the capital.

It makes less sense for those who need to be in Lisbon every day at rush hour, for those who do not want to depend on a car, for those who need a major hospital nearby, and for those buying next to the cliffs or off-plan without first confirming the rules and the guarantees.

Final considerations

Lourinhã is the Oeste region at its best and at its limits: surf beaches, dinosaurs and its own brandy, homes at prices no longer found closer to Lisbon, and the trade-off of distance, of the car and of a coastline that retreats. The difference between a good purchase and a bad one lies in the exact location, in the property's paperwork and, for new construction, in the developer's guarantees.
