Where Liberty is

Liberty sits in Sullivan County, New York, in the foothills of the Catskills, about two hours from Manhattan by car along Route 17, now Interstate 86. It is an incorporated village of the same name inside a larger town, in a territory of forest, lakes and rural roads.

There is more around it than the distance would suggest: Walnut Mountain park with its trails, the network of former railways converted into walking and cycling routes, the Neversink reservoir, the Bethel Woods site — built where the 1969 festival happened — a casino and an indoor water park. This is an area that lives off people coming from elsewhere, and that explains much of what is for sale.

The difference that stands out: here the tax is not the problem

This is worth saying first, because it runs against the rest of the state. One of the properties on the market publishes the figure: 4,100 dollars of annual tax on an asking price of 369,000. That is an effective rate of about 1.1% — close to the national norm and far below the two to three per cent paid in the counties south and east of here.

For anyone comparing second homes across regions, this number is decisive and almost never comes up: for the same fixed annual cost as a half-million-dollar house in other counties, a far larger house is kept here. The rule still holds: ask for the itemised bill and three to five years of history, because it is the slope that matters and not just today's figure.

What is on the market today

The portfolio runs from about 120,000 to 1,100,000 dollars, with the middle of the range near 300,000 — the most affordable band in this whole region. These are single-family houses of one to six bedrooms, between roughly 65 and 365 square metres, on lots from a third of a hectare to nearly one.

Some examples

At the top, a house of about 288 m² on nearly a hectare, gated, with high beamed ceilings, a first-floor suite, a wood-burning fireplace and a lower level with room for a gym or office.

Next, an oversized ranch of about 365 m² on flat land, whose lower level has its own entrance, living area and garage access — and two kitchens. There is an important note on that configuration further down.

In the middle, a renovated contemporary on 0.85 hectares with its own lake, a dock, a wraparound porch and a finished basement; and a fully rebuilt house on flat land, with a 2021 roof, 2020 plumbing and on-demand water heater, a 2019 septic system and two heat sources — propane and an outdoor wood boiler.

At the base, a Dutch colonial in the village, with a glazed porch and recent work on roof, windows and basement waterproofing; a two-bedroom house from 1985 near the highway access; and a house with potential sold as is, which gets its own paragraph below.

What the prices say

Between the entry point and the top there is a factor of almost five, and the dominant variable is not location — it is condition. Fully rebuilt houses, with lists of works dated by year, sit alongside houses that need everything. In a region where labour and materials have to come up the mountain, the gap between buying finished and buying unfinished is wider than near the city, and that is why the listings for renovated houses itemise the dates one by one.

Points to consider

Short-term rental income is a permit, not a feature

This is the central point of this page. The portfolio contains properties presented explicitly by what they earn: one says it has been used as a short-term rental and that this gives it "strong income potential"; another describes itself as having been "a successful short-term rental" and an "income-producing retreat".

Having worked in the past does not guarantee it can work tomorrow. Short-term rental is a matter of municipal regulation and has been restricted in many municipalities in the state — with mandatory registration, night limits, safety requirements and, in some cases, an obligation for the owner to live on site. A state-level registry now exists as well. Anyone buying while counting on that revenue should, before the offer, confirm what the regulation in force allows on that parcel, and ask the seller for actual occupancy and revenue records rather than accepting an estimate.

Short sale: the seller is not the one who decides the price

One of the properties is advertised as a short sale, as is. It is worth knowing exactly what that means, because it is among the situations that most frustrate an unwarned buyer: in a short sale the asking price is below the debt secured on the property, and so the deal has to be approved by the seller's bank, not just by the seller.

Three practical consequences follow: the timeline is long and unpredictable, potentially many months; an offer accepted by the seller can be refused by the lender; and the property is delivered as it stands, with no commitment to repair. It is not a bad deal by definition — it is a deal with a third party at the table and a calendar you do not control. Anyone with a moving deadline should think twice.

Two kitchens and a separate entrance is a second dwelling

One of the houses describes a lower level with an independent entrance, its own living area and a second kitchen. In practice that is a second dwelling unit, and what makes it legal is a municipal permit with conditions and renewal — not the presence of the equipment. The same house notes that the former garage was converted into a gym: garage conversions also generally require a permit and remove covered parking. Ask for permits and the certificate of occupancy, and confirm that finished area is recorded as such.

Outdoor wood boiler, propane and septic

One of the houses lists propane, mini-split systems and an outdoor wood boiler. The last is effective and cheap to feed, but it is regulated equipment in this state — there are rules on distance to property lines, stack height and fuel type, and it is a frequent source of conflict with neighbours over smoke. Confirm the installation complies with what is in force. On propane, find out whether the tank is owned or leased from the supplier. And, as across the area, the house runs on a septic system: ask for the date and the permit — in the case cited it is from 2019, which is verifiable good news.

The reservoir is a water supply, not a beach

The Neversink and the other reservoirs here are part of the system supplying New York City. They are remarkable landscape and offer fishing, but access requires a permit, swimming is not allowed and boating is limited and registered. Being in a watershed also brings its own building and sanitation rules. It is a genuine scenic asset, as long as it is not mistaken for a lake in free use.

Roads, snow and distance to services

This is mountain country with real winters: snow, rural roads and gravel driveways that somebody has to clear. Many houses are several kilometres from a supermarket or a hospital, and internet service varies considerably from valley to valley — a question worth asking before planning to work from home. There is no train: to the city it is the car or the express bus.

Who this suits — and who it does not

It suits anyone who wants a weekend or second home with real land, two hours from the city, and anyone who values being near trails, lakes, hunting and fishing. It suits anyone wanting to maximise square metres per dollar in a place where the fixed annual cost is comparatively low. And it suits anyone willing to take on work, because that is where prices here pay off most.

It does not suit anyone who has to be in Manhattan every day. It does not suit anyone buying while counting on rental income without having confirmed what the regulation allows. And it does not suit anyone with a fixed moving date looking at the short sale — that calendar is not the seller's.

Before making an offer

Ask for the tax bill and three to five years of history. If the argument is short-term rental, confirm the municipal regulation in force and ask for actual occupancy and revenue records. If it is a short sale, ask what stage the process with the lender has reached and assume long timelines. Ask for the permit and certificate of occupancy on any second kitchen, finished basement or converted garage. Date the septic system and ask for the permit. Confirm the legality of the outdoor wood boiler and whether the propane tank is owned or leased. Ask who clears snow from the driveway and what internet reaches the door. And on a property sold as is, run the inspection before the offer.

Closing thoughts

Liberty is one of the few places in New York State where the annual cost of owning is not the main obstacle, and that changes the arithmetic for anyone looking for a second home. In exchange, three things that appear on this list and not on others need careful reading: rental income, which depends on regulation; the short sale, which depends on a bank; and the work, which depends on the budget. None of them is a hidden defect — they simply need to be seen before, not after.
