About Lake Peekskill

Lake Peekskill is a hamlet in the town of Putnam Valley, in Putnam County, in the Hudson Valley, about an hour from Manhattan. It grew around a man-made lake created in the 1920s, when vacation houses were sold to families from New York City. Today almost all of them are year-round homes, and the lake is still the center of community life.

For a buyer, Lake Peekskill is one of the most affordable ways to own a house with lake access an hour from the city: small and mid-sized homes, plenty of greenery, and prices well below those of Westchester. The trade-off lies in the numbers and in the materials: property taxes in Putnam Valley are high, and many houses started out as summer cabins that were adapted for year-round living over time. Where it is and how to get there

Lake Peekskill sits in the southwest of Putnam County, between the city of Peekskill, already in Westchester, and the rural interior of Putnam Valley. Around it are forest, preserves and the parks along the east bank of the Hudson, with Bear Mountain and the Hudson Highlands a few minutes away.

By car, the Taconic State Parkway runs to the east and is the fast link north and south. Figure on about an hour to New York City without traffic. By train, the Peekskill station, on Metro-North's Hudson Line, is about eight miles away, and the ride to Grand Central takes around an hour. There is no useful public transit within the hamlet: life here runs on the car, and commuters usually drive to the station.

A little history

The lake is not natural. It was called Lower Cranberry Pond and was dammed in the 1920s by McGolrick Co., which created a vacation destination here: a lake, beaches and small lots with wood-frame houses, sold mainly to families from New York City. The same group was behind other lake communities in the county, such as Lake Carmel and Putnam Lake.

For decades, Lake Peekskill was a summer place: bungalows, a beach, rowboats and an improvement district that took care of the beaches and trash collection. From the second half of the twentieth century on, many of those houses were insulated, enlarged and turned into year-round homes. That legacy explains the housing stock of today — and also most of the care a buyer needs to take.

Lake Peekskill, area by area

Around the lake

The streets that follow the water, with Lake Drive at the head of the list, are the most sought after: some houses have a lake view and access is on foot. They are also the ones whose prices vary the most, depending on whether the house has been rebuilt or keeps its original character.

The upper streets

Climbing away from the lake, streets such as Walnut, Becker, Argyle or Nardin make up the bulk of the hamlet: small lots, one- and two-story houses, many of them remodeled, with wooded land and a private driveway. This is where the most affordable supply is.

The beach and lake life

The lake is what gives the hamlet its identity: the beach, fishing, non-motorized boats and summer life around the water. It is also what explains the price gap between nearly identical streets, and the reason there are annual charges that do not exist in other parts of Putnam Valley. Anyone buying here should visit on an August weekend and also on a day in January: they are two different places, and only by seeing both do you know whether the house works.

Putnam Valley around it

Outside the ring of the lake, the town spreads along country roads such as Peekskill Hollow Road, with larger parcels, detached houses and small farms. It is a different scale of property, with more privacy and more dependence on the car. The lake itself came from damming a tributary of Peekskill Hollow Creek, which runs through this part of the town.

Health, schools and services

Children in the hamlet attend the Putnam Valley Central School District, the town's school district, with elementary and high schools on Peekskill Hollow Road. In the United States, the school district weighs on the price of the house and on the tax bill, and it is the first thing a local buyer asks about.

For health care, the main hospitals are near Peekskill and in Cortlandt, about fifteen minutes away, and there are clinics and medical centers in the city of Peekskill. Day-to-day shopping — supermarkets, pharmacies, restaurants — is mostly in Peekskill and along Route 6, a few minutes by car.

What is for sale

Lake Peekskill sells mainly single-family houses on small lots, plus a few two-family buildings. In our selection, prices run from about US$ 199 thousand to US$ 750 thousand.

Houses. At the lower end, from around US$ 199 thousand, are two-bedroom houses, many built as summer cottages in the 1940s and adapted later, with small floor areas. Between US$ 400 thousand and US$ 650 thousand sits most of the supply: three- and four-bedroom houses, renovated or rebuilt, with a finished basement or a garage. At the top, up to around US$ 750 thousand, larger houses, some built this century and others with lake access.

Two-family buildings. There are also houses divided into two units, of interest to buyers who want to live in one part and rent out the other, or to house two generations of the same family.

What sets the price is the distance to the lake and the water access, the condition of the house and, above all, whether the conversion from summer cottage to year-round home was done properly: foundations, insulation, heating, roof and services. Between two houses of the same size, one rebuilt and one waiting to be modernised, the gap is wide.

The market moves. Well-priced properties go under contract quickly and some prices are revised over the weeks. A listing seen a month ago may be at a different price or no longer available: always confirm the current status and price before going ahead.

Investment analysis

Appreciation

Lake Peekskill benefits from two things: the demand for a house outside the city with space and nature, which has held up since the pandemic, and the entry price, among the lowest at this distance from Manhattan with access to a lake. The limit is the supply itself: these are small houses on small lots, and the hamlet's price ceiling is low compared with Westchester's.

Renting

Long-term rentals draw demand from families who work in the area or take the train to New York City. Short-term rentals are another matter: they are regulated by the town and, near the lake, also by community rules. Anyone buying with that in mind should confirm, before closing, what the town of Putnam Valley allows at that address.

Exit

Remodeled houses, with lake access and a good school district, sell regularly. Houses awaiting modernization and those that still have vacation-house features take longer, because the buyer has to budget for work and for a high tax bill. Anyone buying should think from the start about who would buy the house next.

Points to consider

Property taxes

This is the heaviest point. In Putnam Valley, the median effective property tax rate is around 2.81% of the value of the house — above the median for New York State — and the median annual bill runs about $12,982. Before making an offer, ask for the tax bill on that specific house, not an average: the bill changes with the assessment and with the special districts.

A vacation house adapted for year-round living

Many houses started out as summer bungalows. It is worth confirming whether the addition and the conversion were permitted, whether the insulation and the heating hold up in winter, and what condition the foundation, the roof and the electrical system are in. An independent inspection before closing is the norm in the United States and matters even more here.

Well, septic system and water

Outside the areas served by a public system, it is common for a house to have a well and a septic system. Ask for the water test, the age and condition of the septic system and the date of the last service. Replacing a septic system is a big expense and there is not always room on the lot to do it.

The lake: rights and charges

Access to the beach and the lake usually depends on a property owners association and on improvement districts, with their own dues or charges that show up on the tax bill. Ask exactly what use rights come with that house, what they cost per year and what rules apply to boats and to the beach.

Flooding and proximity to the water

For houses near the lake and the watercourses, confirm whether the property is in a flood zone and what that means for insurance. Flood insurance is an annual cost that changes the math and, with financing, it can be mandatory.

Roads, winter and access

The streets are narrow and there are slopes. In winter there is snow and ice, and maintenance depends on the town. Visit the house and the route out to the main road, and ask who plows the street and how you get there on a bad day.

Financing and the appraisal

In a market where houses vary widely in condition, the bank's appraisal can come in below the agreed price, and the loan is calculated on the lower of the two figures. Anyone buying with financing should have pre-approval in hand before making an offer, because offers compete in this area, and should provide in the contract for what happens if the appraisal or the inspection goes badly. Houses with a septic system, a well or unpermitted conversions can limit the kind of financing available.

The train is eight miles away

There is no station in the hamlet. Anyone counting on Metro-North drives to Peekskill and needs a spot in the station lot, which has its own waiting list and cost. Drive the route at the hour you would drive it every day before deciding.

Legal and tax checklist in the United States

Before buying: the property tax bill, with the special districts itemized; an independent home inspection; a well water test and a septic system report; the flood zone map and an insurance quote; lake association or district rights and dues; permits for every addition; the certificate of occupancy.

At purchase: in New York State, the purchase is handled with an attorney on each side, and a contract is signed before closing. Budget for title insurance, closing costs and state transfer taxes. A buyer from abroad needs a US tax identification number to report income and, at closing, the bank and the attorney will ask for proof of the source of funds.

While you own: property tax paid to the county, the town and the school district; insurance, maintenance and, where it applies, lake association dues. Rental income is reported in the United States, even by non-residents.

On sale: capital gains tax. Anyone who is not a US resident is subject to FIRPTA withholding at closing, which is a prepayment of the tax and not the final tax. It is worth speaking with a US accountant before selling.

Who it makes sense for — and who it doesn't

It makes sense for someone who wants a house with lake access and nature an hour from Manhattan without paying Westchester prices; for families who value a school district of their own and quiet; and for someone looking for a small house to modernize with room to gain.

It makes less sense for someone who wants to walk to the station, for someone who does not want to depend on a car, and for someone running tight numbers without including the property taxes, which are high here.

Final thoughts

Lake Peekskill is a lake community that was born for the summer and stayed for the whole year. It is affordable for what it offers, and what separates a good purchase from a bad one is the quality of the conversion of the house, the condition of the well and the septic system, and the tax bill at that address.
