About Lagoa (São Miguel)
Lagoa is a municipality on the south coast of the island of São Miguel, in the Azores, just east of Ponta Delgada. It should not be confused with Lagoa in the Algarve: this one sits in the middle of the Atlantic, between the sea and the Água de Pau mountain range, and is today one of the most sought-after places on the island for people who want to live near the Azorean capital without living in it. It has around fourteen thousand inhabitants, spread across five parishes, and a seafront that runs from fishermen's coves to natural pools carved into the volcanic rock.
For a long time it was a land of pottery, fishing and farming. What changed it was the island around it: the opening of air routes to low-cost airlines in 2015 brought the Azores a kind of tourism that had not existed before, and with it demand for homes — from people coming to live here, from those buying to rent out and from those buying to spend seasons on the island. Lagoa, a quarter of an hour from Ponta Delgada and the airport, found itself at the centre of that demand. Where it is and how to get there
The municipality of Lagoa occupies a strip of São Miguel's south coast, between Ponta Delgada to the west and Vila Franca do Campo to the east, with Ribeira Grande to the north, on the other side of the mountains. The island's expressway, the Via Rápida, connects it to Ponta Delgada in a few minutes, and João Paulo II Airport, which receives flights from mainland Portugal, Madeira and several cities in Europe and North America, is about a quarter of an hour away.
Being on an island changes how you think about distance: everything that does not exist on São Miguel arrives by plane or by ship. The hospital, the university, large shops and public services are in Ponta Delgada, close by; the rest of the world is two and a half hours' flight from Lisbon. For those who live here, that is an advantage in tranquillity and a dependence on air links worth keeping in mind.
The municipality, parish by parish
Nossa Senhora do Rosário and Santa Cruz: the town
The centre of Lagoa is split between the parishes of Rosário and Santa Cruz. This is where the services, shops, fishing harbour and seafront are, and where most of the municipality's apartments are concentrated. Rosário has the most recent construction facing the sea, with apartment buildings and views over the Atlantic; it is the area the local market describes as the most valuable in town.
Along the coast is the Lagoa Pool Complex, considered one of the best on the island, with natural pools, a semi-Olympic seawater pool and a covered area with a spa. The town is also home to Cerâmica Vieira, founded in 1862 and still in the same family, where the Lagoa pottery is made, known for its distinctive designs and its own shade of blue.
Água de Pau and Caloura
To the east, the parish of Água de Pau descends from the mountains to the sea and includes Caloura, a small bay with a fishing harbour and one of the best places to swim on the south coast, with very clear water. It is an area of detached houses, country properties and restored old houses, quieter and with more land than the town.
Cabouco and Ribeira Chã
Inland, in the higher part of the municipality, lie Cabouco and Ribeira Chã, rural parishes of pasture, family homes and wide views. Here you buy more land for the same money, and you live with more humidity, more fog and more distance from the sea.
Living on São Miguel from Lagoa
Health and education. The island's main hospital, the Hospital do Divino Espírito Santo, and the University of the Azores are in Ponta Delgada, a few minutes away. The municipality has a health centre, schools and everyday shops; for anything more specialised, the capital is next door.
Car. Public transport exists but is limited outside the main routes, and most people depend on a car. A home with its own parking is worth more than it seems, especially in town, where street parking is not always easy.
Climate and nature. It is rarely cold and rarely hot: the climate is tempered by the ocean, with rain spread across the year and skies that change several times a day. In return, the whole island is close — Lagoa do Fogo, in the mountains behind the municipality, Furnas to the east and Sete Cidades to the west of Ponta Delgada are all less than an hour's drive away.
Regional taxes. The Azores have lower VAT and income tax rates than mainland Portugal, which affects the cost of living and, for those who become residents of the region, the tax on income. Property taxes — IMT transfer tax, stamp duty and IMI annual property tax — follow national rules.
What is for sale and at what price
The Lagoa market is split between apartments in town, mainly in Rosário, and houses and country properties in the surrounding parishes. Supply is small and changes quickly, because demand is greater than what the island builds.
In our selection, the reference price is about € 429 thousand, for a three-bedroom apartment on the seafront with open views over the Atlantic, in Rosário. That is no longer an "island price": in recent years, demand from tourism and from newcomers has brought prices in the best areas of São Miguel close to those of many mid-sized cities on the mainland.
What decides the price here is, in this order, the sea view, the proximity to Ponta Delgada, the condition of the building and parking. An apartment with a guaranteed sea view — with no land in front where something could be built — is worth considerably more than one with a partial view, and it is one of the few things that cannot be recovered later.
Investment analysis
Appreciation
São Miguel has experienced a decade of growing demand, driven by tourism, by the arrival of new residents — including remote workers — and by the scarce supply of new construction. Lagoa benefits from its proximity to Ponta Delgada and its seafront. The risk is that of any small market: a change in air links, in tourism or in rental rules is enough to change the pace of demand.
Renting
Long-term renting is in demand, because the island lacks homes for the people who work there. Holiday renting, as "alojamento local", earns more in the high season, but it is seasonal and more regulated. In the Azores, holiday rentals follow their own regional rules, and a new regional regime is under discussion that would limit the number of registrations according to the housing stock in each area. Anyone buying on the basis of holiday rentals should confirm, before the deed, whether registration is possible for that unit and under what conditions.
Exit
On an island, the pool of buyers is smaller. Good apartments with a sea view sell well; properties without a view, with defects or in less sought-after areas may take time. Anyone buying here should assume a medium- or long-term horizon.
Points to consider
A volcanic and seismic island
The Azores are an active volcanic and seismic region. The mountain range behind Lagoa is the massif of the Fogo volcano, whose last eruption was in the sixteenth century, and the region is monitored continuously. This does not prevent living here — the island has been inhabited for almost six centuries — but it calls for attention to construction: the date of the design, the seismic rules applied and the condition of the structure. A recent building, built to current standards, is a different thing from an old unreinforced stone house.
Humidity and maintenance
The climate is mild all year round, but very humid. Humidity takes its toll on walls, woodwork and appliances, and a house left closed for months suffers. Ask about insulation, ventilation and any history of leaks, and allow for regular maintenance — especially in houses by the sea, where salt is also at work.
The sea view and the land in front
The view is often what you are paying for. Before buying, check in the municipal plan what may be built on the land in front: a view that is open today may stop being so if there is building capacity there. It is a query to the town hall that prevents the greatest possible disappointment in a seafront apartment.
The costs of an island
Materials, building work and many consumer goods cost more on the islands, because they come from elsewhere. A renovation on São Miguel takes longer and costs more than the same work on the mainland. Anyone buying to renovate should budget with a margin and with local contractors.
Air links
Living or owning a home on an island means depending on flights. Fares vary a great deal with the season, and in winter there are fewer direct connections outside Portugal. For those who will live here but work or have family far away, the cost and frequency of travel matter as much as the price of the home.
The building and the condominium
In an apartment, you also buy the building. Ask for the condominium rules, recent minutes, the level of fees and information about planned works — façades and roofs exposed to the sea and the rain need frequent maintenance, and the owners as a whole pay for it. Also check whether the rules allow holiday rentals, if that is the intention.
Holiday rentals in flux
The regional rules on holiday rentals are under review. A business model that depends entirely on tourist rentals is more exposed to that change than one that also works with long-term renting.

Legal and tax checklist, in Portugal
Before buying: the permanent land registry certificate and the property tax record; the occupancy licence; the energy certificate; the technical housing file for recent buildings; a statement of any debts to the condominium and the building's rules; a check of the municipal plan for the surroundings; if the aim is holiday rentals, confirmation of the regional rules and of the condominium's position.
At purchase: buyers from abroad need a Portuguese tax number and, as a rule, a tax representative or an attorney. IMT and stamp duty are paid before the deed, which is signed at a notary's office or a "Casa Pronta" desk, followed by registration. It is advisable to have a lawyer check the documentation before the promissory contract, when the deposit is normally paid.
While owning: annual IMI, condominium fees, insurance — paying attention to seismic cover, which not all policies include — and maintenance. Rental income is declared in Portugal, even by non-residents.
On sale: capital gains tax, with different rules for residents and non-residents. Since 2023, residence permits for investment can no longer be obtained by buying residential property — buying a home in the Azores no longer, by itself, gives the right to that visa.
Who it suits — and who it does not
It suits those who want to live in the Azores near Ponta Delgada, with the sea on the doorstep and services a quarter of an hour away. It suits those looking for a second home in a place of strong nature and mild climate, and remote workers who want a base on an island with good air links. And it suits those buying to rent long-term on an island that is short of homes.
It suits less those looking for quick appreciation in a small market, those who depend solely on holiday rentals while the regional rules are changing, and those who do not want to deal with the humidity, the maintenance and the costs of island life.
Final thoughts
Lagoa offers what many look for on São Miguel: the sea, a town with services and the capital next door. The price reflects that, and the scarce supply does the rest. Those who buy well here choose a view that will not be lost, check the construction in a seismic territory and do not rely on a single rental model.
