About Florida
Florida is a village in Orange County, New York State, about 80 kilometres north-west of Manhattan. It has nothing to do with the state of Florida: 2,888 residents, a main street with shops and restaurants, wood-framed houses with porches, and all around the black dirt fields where the onions are grown. The village straddles the towns of Warwick and Goshen, in the Warwick Valley.
For buyers, it is the opposite of a suburb: a small village with its own high school, large lots, and prices that no longer exist in Westchester — an hour and a half by car from the city. The trade-off lies in the county's property tax, the dependence on a car, and the black dirt itself, which is the region's wealth and also the reason for the flooding. Where it is and how to get there
The village covers the 10921 ZIP code, between Warwick to the south-west and Goshen to the north. State routes 17A and 94 cross here and lead to Warwick and Middletown; the New York State Thruway and Route 17 are twenty minutes away.
There is no train station in the village. The nearest ones are on the Port Jervis line, in Middletown and Harriman, twenty to thirty minutes by car, and there are commuter buses from Orange County to New York City. In practice, anyone working in the city drives to the station or takes the bus, and should count on more than two hours door to door. For those working in Orange County, in Rockland or in northern New Jersey, the location is convenient.
The black dirt
What it is
West of the village lies the Black Dirt Region, the black soil country of southern Orange County, which continues into northern Sussex County, New Jersey. The soil is the bed of an ancient glacial lake, dark and extraordinarily fertile — the largest concentration of its kind in the United States outside the Everglades. For over a century it has been drained and farmed, mostly with onions, and it is what gives the landscape around Florida the flat black fields that surprise first-time visitors.
What that means for residents
It means fresh produce, farmers' markets, farms open to the public, and an agricultural neighbour that keeps the countryside unbuilt. It also means farm work: at harvest time there are machines, trucks and dust on the roads that cross the fields. Anyone buying on the edge of the farmland should expect that; it is the price of the landscape.
And the river
The black dirt is fertile because of the Wallkill River, which flooded those lands for centuries — the first settlers called them the "drowned lands". The river still overflows: the floods of 2011, with Tropical Storm Irene, and those of January 2024 again threatened the farms. The county has flood mitigation work on the riverbanks under study. For a buyer, what matters is simple: confirm whether the house is in a flood zone, and how far it is from the river and the drainage channels.
A little history
The village gave the country a well-known figure: William Henry Seward, Abraham Lincoln's Secretary of State — the man who negotiated the purchase of Alaska — was born here in 1801. His father, Samuel Sweezy Seward, a village physician and merchant, left an endowment in 1846 to found a free school: the S. S. Seward Institute, which is still the village high school almost two centuries later.
The rest of the history is agricultural. Draining the Wallkill's marshlands, from the end of the nineteenth century, turned the swamp into the black dirt region and made Florida and the neighbouring hamlets a centre of onion growing, with workers arriving from Poland and, later, from Mexico and Central America. The farms are still there, and the village lives alongside them.
The village, street by street
The centre
Around North and South Main Street is the centre: shops, restaurants, a brewery, the post office and the village's older houses, many from the early twentieth century, on small lots and with porches. It is the cheapest area and the only one where you can walk to everything. Some of these houses are waiting for work.
The residential streets
Farries Avenue, Scanlon Avenue, Houston Street and the streets around them form the residential core: family houses from the 1950s to the 1990s, on lots of a thousand to two thousand square metres, with a garage and a yard. This is where most of the supply is, and also the two-family houses.
The countryside around
Outside the village, on roads such as Round Hill, Union Corners or Sand Hill, lots run from one to four acres, with woods, barns and old farmhouses next to recent construction. This is where the larger houses and the restoration projects appear.
Schools and services
The village has its own school district, the Florida Union Free School District, with Golden Hill Elementary School and the S. S. Seward Institute, the high school. Having its own high school in a village this size is rare, and it is one of the arguments of those who live here — small classes and school within walking distance. The school tax is, at the same time, the biggest slice of the property tax.
For larger shops, a hospital and services, you go to Warwick, a few minutes away, or to Middletown. Newark International Airport is about an hour and a half away.
What is for sale and at what price
What is sold in Florida is houses, and almost only houses. In our selection, prices range from about US$ 285 thousand to US$ 1.75 million — a wide spread for a small village, because what is on the market runs from a village house in need of work to a four-acre property rebuilt from scratch.
Between US$ 285 thousand and US$ 500 thousand are the houses in the centre and on the residential streets, with two to five bedrooms and 95 to 180 m², many needing work — including old farmhouses with barns, sold as they stand. Between US$ 500 thousand and US$ 700 thousand come the larger, renovated family houses, 200 to 300 m², and the two-family houses with both units let. Above US$ 700 thousand is new construction on lots of more than two acres and, at the top, the rebuilt properties: a 440 m² house on almost four acres reaches US$ 1.75 million.
What sets the price is, in this order, the size and privacy of the lot, the condition of the house, the built area and whether there is a legal second unit producing income.
Investment analysis
Appreciation
Orange County gained demand as families left New York City and northern New Jersey in search of space, and the Warwick Valley is among the most sought-after parts of the county. The village benefits from its own high school and from the protected farming landscape. The brake is the same as across the region: the property tax and the distance to the city.
Renting
Renting here is annual and to families. A two-family house, or a house with a legal accessory unit, is the product that produces income — there are houses in the village with both units let and leases in place, and houses with a one-bedroom unit that covers much of the tax. The rule applies everywhere: only what is permitted counts as income.
Exit
It is a small market. Well-kept houses, with land and in good condition, sell in spring and summer; houses needing work depend on a buyer who wants the project. Anyone buying here should think in years.
Points to consider
The property tax
In Orange County the effective property tax rate is around 2.2% of the value of the house, against about 1.02% for the median in the United States, and the median amount paid is close to US$ 8,494 a year, on a median house of about US$ 388 thousand. On the more expensive houses in this selection, the annual bill is far higher. Always ask for the actual bill for that house, not an estimate.
Flood zone and drainage
With the Wallkill alongside and a drained farming plain, there are streets and parcels in a flood zone. Check the FEMA map for the address, ask about any history of water in the basement and get a flood insurance quote before the offer — with a mortgage, in a risk zone, it is mandatory.
Well, septic and water
Inside the village there is a public system; outside it, many houses have a well and a septic system. Have the water tested — bacteria, nitrates and, in a farming area, pesticides too —, confirm the well's yield, the age and location of the septic system, and have the system inspected.
Old houses and barns
Much of the stock is half a century old or far more. That means roofs, windows, electrical systems and boilers at the end of their life, buried fuel tanks and, on the farmhouses, barns whose structure may be compromised. A full inspection, a radon test and, in houses built before 1978, the lead-based paint disclosure.
The second unit has to be legal
Plenty of houses in the region advertise an "annexe" or a "downstairs apartment". What decides is the certificate of occupancy and the town's permit — Warwick and Goshen each have their own rules for accessory units. Without the paperwork there is no guaranteed income, and the buyer inherits the problem.
Farming neighbours
A working farm is a working farm: machinery at dawn, spraying, smells at fertilising time and trucks on the road. New York State protects agricultural activity, and anyone buying next to fields accepts that. Those who want absolute quiet choose another street.
Depending on the car
With no train in the village and limited bus service, a family here needs two cars. Anyone commuting to the city should drive to the station or the bus stop at the hour they would do it every day, before deciding.
Listings that change quickly
It is a small market, and a well-priced house goes quickly. Always confirm the current status of a listing before arranging a visit.
Legal and tax checklist, in the US
Before making an offer: the actual property tax bill; the certificate of occupancy and permits for any additions; the accessory-unit permit, if there is one; the flood zone and an insurance quote; a water test and the condition of the well and septic system; any leases in place, if there are tenants; a full inspection, including radon; and, if the house adjoins fields, confirmation of the agricultural zoning around it.
At purchase: in New York State, the purchase is handled by attorneys for both parties, with title insurance. There is a state transfer tax and, on residential properties from one million dollars, the 1% "mansion tax", paid by the buyer — which here only reaches the houses at the top.
While owning: county, town, village and school district property tax; insurance, including flood cover where applicable; maintenance of the well and septic system. Those who make the house their primary residence can apply for the partial STAR exemption on the school tax. Rental income is declared in the United States, even by non-residents.
On sale: capital gains tax and, when the seller is foreign, FIRPTA withholding on the sale price, settled later in the tax return.
Who it suits — and who it does not
It suits families who want a small village with its own high school, land and neighbours, an hour and a half from the city. It suits those who work in Orange County, in Rockland or in northern New Jersey. It suits those looking for a farmhouse to restore, with barns and space. And it suits those buying a two-family house to live in one unit and rent out the other.
It suits less those who go into the city every day without a car, those who want shops and services at the door, those who cannot live with farming neighbours, and those who do not want this region's annual property tax burden.
Final thoughts
The village of Florida is the opposite of what the name suggests to an outsider: countryside, snow in winter, onions in autumn and a school where everyone knows everyone. The entry price is among the most affordable at this distance from New York, and it is the cost of ownership that decides whether the numbers work.
The path is simple to state: ask for the tax bill, check the flood zone and the water, confirm any second unit on paper, and visit the house on a rainy day and again in the middle of the harvest.
