About Estoril

Estoril is not a town, and that explains almost everything

Estoril is a parish of the municipality of Cascais — it shares a civil parish with the town of Cascais itself — and sits between it and Parede, on the coastal strip running back towards Lisbon. Anyone looking for a house here is looking inside the Cascais market, but in a part of it with rules of its own: cheaper, older, more compact and far better served by rail.

The name became known abroad for three reasons that have nothing to do with property and which still explain who lives here: the Casino Estoril, for decades the largest in Europe; the Estoril Circuit, which hosted Formula One; and the fact that during the Second World War this was one of the few neutral corners of Europe where exiled monarchies and espionage shared the same hotel lobby. That inheritance left something very concrete in the housing stock: large houses, from another era, on generous plots — and the cost of keeping them up.

What sets it apart from Cascais, in numbers

It is worth being direct, because this is the question everyone asks and few pages answer. Buying in Estoril costs less than buying in Cascais, for the same kind of property. The median house here sits clearly below the median house in the town; the same is true of apartments. This is not a ten per cent difference — it is a difference that changes what the same budget buys.

The second difference is composition. In Cascais, what is for sale is overwhelmingly houses. In Estoril the market is balanced: there are as many apartments as houses. For anyone looking for a generously sized flat with a sea view — rather than a house with a garden — that simply means more choice.

The third is the age of the building stock, and it cuts both ways, as set out below: Estoril's stock is older than that of Cascais, with a substantial share predating 1990. At the same time, it is where an unusual proportion of properties carry an A or A+ energy rating — which means part of the stock has been properly refurbished, and part has not been touched at all.

The areas of Estoril

Monte Estoril

This is the upper part and, for many buyers, the best address in the parish. It sits between the town of Cascais and Estoril proper, climbing the slope from the coast road, and it is where the best-resolved sea-view apartments are found — generously sized buildings, many from the nineteen-seventies and eighties, some now fully refurbished. It has its own station and the beach is walkable.

Central Estoril, the Casino and Tamariz

The heart of the parish is the axis running down from the Casino, through the Estoril Park and on to Tamariz beach, with the railway station separating park from sand. It is the busiest and most touristic part — an advantage for anyone who wants everything on the doorstep, and a cost for anyone who wants quiet. There are more apartments than houses here, and more older buildings than new build.

São João do Estoril

Towards Parede, more residential and considerably calmer. It has a station, it has small sheltered beaches — and it is where the price per square metre tends to be most reasonable within the parish. For anyone working in Lisbon who wants a train at the door without paying Monte Estoril prices, it is the obvious answer.

Alto do Estoril, Livramento and Arneiro

Climbing north of the coast road you enter house-and-garden territory, quieter, with less retail and more dependence on the car for daily life. This is where the larger houses and the plots with space appear, and where the price gap against equivalent areas of Cascais is most noticeable.

The train, here, is decisive

The Cascais line crosses the parish from end to end and has three stations inside it — Monte Estoril, Estoril and São João do Estoril. Lisbon is around half an hour away, and the journey runs along the water.

This is not brochure detail: it is the difference between a house you can live in without a car and one you cannot. In Estoril, unlike much of the municipality, living within walking distance of a station is normal rather than exceptional — and anyone buying to let should know that this walking distance is what weighs most heavily in long-term rental demand.

What is for sale

In our portfolio, apartments run from around €400,000, for smaller layouts or properties needing work, to above €5 million for a top-floor apartment on the seafront. Houses start near €650,000 and rise to €3.5 million. The most frequent layouts are three and four bedrooms — this is a family market, not a market of investment studios.

There is also occasional income property — a retail unit, an office — and one building plot of meaningful size, which in a parish with almost no free land is a rarity. A small part of what is for sale is new build or off-plan, identified as such in the title.

Points to watch — Estoril's, not the generic ones

1. The age of the building is the first question, not the last

A good share of Estoril's apartments sit in buildings from the nineteen-sixties to the eighties. Well built, with floor areas nobody delivers today, and with three recurring problems that do not show up in photographs: an ageing lift, water and drainage risers due for replacement, and a façade needing work.

None of these is a deal-breaker. All of them cost money and all of them are decided at an owners' meeting. Ask for the minutes of the last two meetings, the current service charge and — above all — whether any works or special levies have been approved. A levy voted before completion can pass to the buyer, and on the façade of an eight-storey building that is not a token sum.

2. Energy rating: here the extremes live side by side

Estoril has, at the same time, an unusual proportion of properties rated A or A+ — recent refurbishments and new build — and properties at D, E and F, which is the original stock untouched. The average tells you nothing; what matters is the letter on the specific property.

In practice this splits the market in two: buy already refurbished, at a higher price and without surprises; or buy unrefurbished, cheaper, budgeting window frames, insulation and climate control before making the offer. What does not work is buying the unrefurbished at the refurbished price.

3. The bustle of the centre is real

The area around the Casino, the Park and Tamariz is alive by day and by night, and it fills up in summer. If the property faces the coast road or the Casino axis, it is worth visiting on a Saturday night in July before deciding. Two hundred metres inland changes everything — and does not always change the price in the same proportion.

4. Seafront carries a maintenance cost

Direct Atlantic exposure is beautiful and it is corrosive. Window frames, metal railings, shutters and exterior paint degrade faster on this strip than five hundred metres inland. In an apartment building that resurfaces in the service charge and the levies; in a house, in the owner's annual bill. Ask when the last exterior works were carried out.

5. Buying a house does not grant residency

The same applies here as across the country, and it remains poorly communicated: buying property is no longer a route to residency by investment in Portugal, following the 2023 changes. Buying remains possible for non-residents — but residency is settled in a separate process, with a lawyer, and before the buying decision.

6. Parking

Many older buildings in central Estoril have no garage, and the street in summer is not a solution. Confirm whether a parking space is included, whether it is privately owned or common use, and whether it is registered — a space that "has always been ours" without title is not a space.

Taxes and paperwork

The costs of buying in Portugal, beyond the price, are IMT (transfer tax), Stamp Duty, registry fees and professional fees; and then, every year, IMI and, above a wealth threshold, AIMI. We publish no percentages here: they depend on the band, on whether the property is your permanent main home, and on the assigned rateable value, which is not the purchase price. Ask for the calculation done for the specific property before making an offer.

The documents that decide whether a purchase is safe are the usual ones: the certidão permanente, the caderneta predial, the licença de utilização, the ficha técnica for properties built after 2004, and the energy certificate. In an apartment building, add the certificate of no debt to the management company: unpaid service charges follow the unit, not the previous owner. A non-resident needs a Portuguese tax number (NIF) and, in practice, a Portuguese bank account.

Who Estoril suits

It suits anyone wanting the Cascais coast with a train at the door and without the town's price tag; anyone looking for a generously sized apartment with a sea view, of which there is more here than in the house districts; anyone buying for long-term letting who values walking distance to a station; and anyone unafraid of building work who wants to buy unrefurbished.

It suits less well anyone wanting a detached house on a large plot and absolute quiet — that lies further up, in Birre, Quinta da Marinha or outside the parish altogether; anyone wanting a new building with a garage and no complicated management company, which here is the minority; and anyone counting on the purchase to obtain residency.

Before making an offer

  • ask for the minutes of the last two owners' meetings, the charge and any approved levies;
  • ask when the last façade works and the last riser replacement took place;
  • check the energy certificate of the property — not the average for the area;
  • confirm that any parking space exists in title;
  • measure the walk to the station on foot, not on a map;
  • visit once on a weekday and once on a summer weekend;
  • ask for the certidão permanente and the IMT and IMI calculation for the property.

In short

Estoril is the more affordable and more urban version of the Cascais coast: the same sea, the same beaches, half an hour from Lisbon — and three railway stations inside the parish itself. You buy here for less than in the town, and you buy more apartment and less house.

In exchange, you inherit an older building stock. That is why the right question in Estoril is not "how much does it cost" but "what has already been done and what is still to do" — and that answer is in the owners' meeting minutes and the energy certificate, not in the listing.
