Where Cascais is, and what it actually is

Cascais sits about thirty kilometres west of Lisbon, at the point where the Tagus estuary ends and the open Atlantic begins. It is the end of the line — literally: the Cascais railway runs along the water from Cais do Sodré in central Lisbon and stops here. It was a fishing village, then the summer resort of the Portuguese court, then a refuge for exiles during the Second World War, and it is today the municipality with the highest average income in the country.

One confusion is worth clearing up straight away, because it changes what you should be looking for. "Cascais" means three different things at once: the old town around the bay; the civil parish of Cascais e Estoril, which joins the town to Estoril and Monte Estoril; and the municipality, which climbs to the Sintra hills and runs down to Carcavelos, taking in Alcabideche, Parede and São Domingos de Rana. A house "in Cascais" may be two hundred metres from the Marina or twelve kilometres away, up in the hills. The price per square metre between those two points is not remotely comparable.

What defines this market: houses, not flats

This is the single most useful thing to know about buying in Cascais, and it is the opposite of what happens across most of urban Portugal: most of what is for sale here is houses rather than apartments — and the gap in price between the two is wide. The median house sits comfortably above two million euros; the median apartment sits a little above one million.

The typical product is easy to recognise: a detached or semi-detached house with a garden, a garage and, in almost half of cases, a swimming pool. The layouts are large — three and four-bedroom homes dominate, and there is an unusual number of five, six and larger. Anyone looking for a one or two-bedroom flat as an investment will find far less choice than in Lisbon, and will pay dearly per square metre for it.

Translated into a buying decision: Cascais is a place where you buy space and privacy. If what you want is a small rental apartment, this is not the country's most efficient market — Setúbal, Almada or Barreiro make a very different arithmetic. If what you want is a house with land half an hour from a European capital, with international schools and the sea at the door, there are few places like it in Europe and none of them is cheap.

The areas, one by one

The old town, the Marina and the Citadel

Central Cascais is small, largely pedestrian, and lives around the bay. The product here is the apartment in an older building or the floor of a converted house, often without a garage and without a lift — two absences that matter more than they seem once you live there year-round. In exchange, everything is walkable and the station is in the middle of it.

The Cascais Marina and the Citadel area pulled prices up and brought high-end restaurants and retail with them. It is the most liquid part of the market: it sells quickly, but it is also where the gap between asking price and agreed price tends to be narrowest — there is little room to negotiate.

Monte Estoril and São João do Estoril

The strip between the old town and Estoril is, for many buyers, the best compromise in the municipality: it sits above the coast road, it has its own railway stations, and it mixes older houses with apartment buildings of generous floor area. Monte Estoril comes up often in listings and is where some of the best-resolved sea-view apartments are found. São João do Estoril is quieter and less exposed to through traffic.

Birre, Torre and Cobre

North of the town you enter the Cascais of houses with gardens: Birre, Torre, Cobre. This is detached-house-on-a-plot territory, many with pools, with international schools nearby and the advantage of being five or ten minutes' drive from the beach without paying seafront prices. The disadvantage is the same fact: without a car, nothing here works. Public transport exists but does not solve a family's daily life.

Quinta da Marinha and Guia

Quinta da Marinha is the municipality's golf-and-gated-estate address — large plots, contemporary architecture, security and a club. Guia, between Quinta da Marinha and Guincho, is a strip of houses above the coast. Both come with the same warning: prices here are top-of-market and liquidity is lower — a house like this can take considerably longer to sell than an apartment in town. Anyone buying with a two or three-year resale in mind is in the wrong place.

Guincho, Malveira and Murches

The west coast, facing the open Atlantic, is the most beautiful and the harshest part of the municipality. Guincho has one of Europe's best-known beaches for surfing and sailing — and it has that precisely because the wind never stops. Climbing towards Malveira da Serra and Murches you enter hill country, with views and with lower prices per square metre, but also with more fog, more damp and more driving.

Inland: Alcoitão, Alvide, Manique, Tires

This is where much of the municipality's working population lives, and where the price makes sense for anyone wanting a house with space without entering the top segment. Less charm and more roundabouts, but the essentials are solved: schools, retail parks, a well-regarded private hospital at Alcoitão, and fast access to the A5 motorway.

The train is a serious argument, and it is not always obvious why

The Cascais line links the town to central Lisbon in around half an hour, with frequent services and a route that runs almost entirely along the water. To an outsider this looks like a detail; to anyone living here it is what decides whether you depend on a car.

The practical rule is simple, and it is worth applying to the specific address before making an offer: the line serves the coastal strip — Cascais, Monte Estoril, Estoril, São João do Estoril, Parede, Carcavelos — and does not serve the interior. A house in Birre or Quinta da Marinha is a car-dependent house, and that changes the daily arithmetic, particularly with teenagers.

What is for sale

In our portfolio, apartments run from around €400,000 — smaller layouts, in the centre or inland — to above €5 million for penthouses and seafront. Houses start near €400,000 for terraced properties or those needing work, and rise to over €20 million among the top coastal estates.

There are also urban building plots, which in a municipality with little free land are a product in their own right — from a single house plot to larger parcels with development potential — along with some income property: retail units, a building, a warehouse. Part of what is for sale is under construction or off-plan, and those are identified as such in the title, because buying what does not yet exist is a different decision from buying what you can walk through.

Points to watch — and they are real

1. The energy rating is this municipality's quiet problem

It is the figure that most surprises buyers arriving from abroad, and it is visible on any listing: most of the rated stock sits at C or below, with a substantial slice at D and cases at E and F. This is not a paperwork detail. A good share of the housing in Cascais was built between the nineteen-sixties and the nineteen-eighties, with uninsulated walls, single glazing and no central heating.

The climate hides the problem in August and exposes it in January: winters here are mild in temperature but damp and windy, and a poorly insulated house near the sea is cold, expensive to heat and prone to condensation. Someone visiting in July sees none of this.

What to do: ask for the energy certificate of the specific property (it is compulsory and must be shown), ask what heating system actually exists, and — if the house predates 1990 and has not been refurbished — budget for new window frames and insulation before making an offer, not after. It is a line item running to tens of thousands of euros and it does not appear in the asking price.

2. This is not "affordable Portugal"

It is worth saying plainly, because many buyers arrive with price expectations formed by articles about the Portuguese interior: Cascais is the most expensive municipality in Portugal, or is always in contention for the title. A median house here costs several times a median house on the south bank of the Tagus, forty minutes away.

That is not an argument against buying — it is an argument against comparing Cascais with national averages. The right comparison is with other coastal markets close to a capital city, and on that comparison Cascais usually holds up well.

3. The Guincho wind is both an asset and a cost

The same north-westerly that makes Guincho a world destination for surfing and sailing is the one that chills the house, coats the windows in salt, and forces more frequent maintenance of frames, shutters and exterior finishes. Along the west coast this is a daily fact, not a seasonal one. If you can, visit twice — once on a windy day.

4. Buying a house no longer grants residency

This point changes decisions, and it is still poorly communicated. Buying property is no longer a valid route to residency by investment in Portugal, following the 2023 changes. Anyone buying on that expectation is buying on the basis of a rule that no longer exists.

Buying remains entirely possible for non-residents, and routes to Portuguese residency do still exist — but none of them is settled at the notary. This is a matter for an immigration lawyer before the buying decision, not after it.

5. Works and permits take time, and part of the area is protected

Much of the western side of the municipality lies inside the Sintra-Cascais Natural Park, with constraints on building and on altering façades. Even outside it, municipal permitting in Cascais is not fast. Buying to refurbish deeply is a project measured in years, not months, and a plot "with development potential" is not the same as a plot with an approved project — the difference between the two is worth a great deal of money.

6. Gated estates carry service charges, and not always small ones

In developments with security, communal gardens and a pool — and the municipality has several — the monthly charge is a serious line item and grows with the age of the scheme. Ask for the current charge, the minutes of the last owners' meeting, and whether any works or special levies have been approved. A levy voted before completion can follow the property.

7. Traffic, and the summer

The A5 motorway and the coast road work well outside peak hours and badly within them. In July and August, the coast road between Carcavelos and Cascais and the approaches to the beaches fill up. Anyone moving here to work in Lisbon should drive the route at the hour they will actually drive it, on a working day, before choosing an address.

Taxes and paperwork, without invented numbers

Buying in Portugal carries costs beyond the price, and it is better to know them in advance. The main ones are IMT (transfer tax, paid at the deed and calculated in bands on the acquisition value), Stamp Duty on the purchase, notary and registry fees, and legal and agency fees. Then, every year, IMI on the rateable value and — above a wealth threshold — AIMI.

We publish no percentages or simulations here. The rates depend on the band, on whether the property is your permanent main home, and on the rateable value assigned, which is not the purchase price. An invented figure on a page like this does more harm than good. Ask for the calculation done for the specific property before making an offer — the seller's side can produce it within hours.

On paperwork, the documents that decide whether a purchase is safe are always the same: the certidão permanente (the land registry extract, showing charges, mortgages and whether the seller is actually entitled to sell), the caderneta predial (tax register entry), the licença de utilização (occupancy licence), the ficha técnica de habitação for properties built after 2004, and the energy certificate. Where works have been carried out, add proof that they were permitted: an unlicensed extension passes to the buyer.

A non-resident needs a Portuguese tax number (NIF) and, in practice, a Portuguese bank account. Both can be arranged in advance and should not be left until the eve of completion.

Who Cascais suits — and who it does not

It suits anyone wanting a house with space, a garden and the sea half an hour from a capital, with established international schools and well-regarded private healthcare; anyone working in Lisbon who does not want to live in Lisbon; and anyone looking for a prime asset in a European coastal market with decades of established international demand.

It does not suit anyone chasing efficient rental yield — the entry price is high and the arithmetic works better in other municipalities nearby; anyone hoping to buy cheaply in Portugal, which is not a thing that exists here; anyone counting on the purchase to obtain residency; and anyone wanting to resell quickly, particularly in the upper house segments, where liquidity is thin.

What is not here yet

A note in the interest of transparency: the municipality of Cascais is larger than the part we cover today. What is on this page is mainly the parish of Cascais e Estoril. Alcabideche — which takes in Quinta da Marinha, Alvide, Amoreira and much of the hill country — Carcavelos and Parede, and São Domingos de Rana each have their own market and are not yet represented as they deserve. If you are searching in those areas, say so: the supply exists, it is simply not all published yet.

Before making an offer

A short list, and it applies to any property in the municipality:

• ask for the certidão permanente and read what is registered on it, not what you are told;
• confirm the occupancy licence and that what is built matches what was permitted;
• check the energy certificate and, if it is C or below, budget for frames and insulation;
• where there is a management company, ask for the charge, the minutes and any special levies;
• ask for the rateable value and for the IMT and IMI calculation on the property;
• drive the home-to-work route at the real hour, on a working day;
• visit twice, and make one of those visits on a windy or rainy day;
• on an off-plan purchase, insist on a contractual deadline, a bank guarantee and exactly what the specification includes.

In short

Cascais is a market of houses with land, expensive, with long-standing and stable international demand, half an hour from Lisbon and with a railway along the coastal strip. What sets it apart from the rest of the country is not the scenery — it is the product: what you buy here is mainly a house, and you buy it dear.

The two risks that most often catch buyers from abroad are not the price: they are the energy performance of an ageing housing stock, which only shows itself in winter, and the residency expectation that the purchase no longer delivers. With those two settled, the rest is the ordinary arithmetic of buying a house — done with the documents in hand and with the commute driven at the right hour.
