About Carcavelos
Carcavelos lies on the Cascais line, between Oeiras and Parede, about half an hour from Lisbon by train. It is known for its beach, one of the largest and busiest on the line, for the Forte de São Julião da Barra, which guards the mouth of the Tagus, and, since 2018, for the campus of Nova SBE, the school of economics and management of the Universidade Nova de Lisboa, built right by the sea.
For buyers, Carcavelos is the Cascais line with the train on the doorstep, the beach within walking distance and a market that has gained a great deal of value over the last decade. The trade-off is just as well known: prices are already among the highest on the line, summer fills the beach and the streets, and the area's largest development project, the Quinta dos Ingleses, is stalled in the courts. This page explains the town, what is on the market and what is worth checking before you buy.
Where it is and how to get there
Carcavelos belongs to the municipality of Cascais and, together with Parede, forms the União das Freguesias de Carcavelos e Parede (the civil parish of Carcavelos and Parede). It sits between the Avenida Marginal, along the sea, and the A5 motorway to the north, which reaches Lisbon in about twenty minutes outside rush hour. The centre of Cascais and Estoril are ten to fifteen minutes away by car.
Carcavelos station, on the Cascais line, connects to Cais do Sodré in about half an hour. The line is undergoing modernisation works, due to be completed in 2026: there is night-time work, periods of reduced service and, on some days, replacement buses. Anyone relying on the train to commute to Lisbon should check the timetable in force at the time of purchase.
A little history
For centuries, Carcavelos was a land of country estates and vineyards. Carcavelos wine, a fortified wine with a protected designation of origin, was among the most prized in the country and is still produced in small quantities today. In the 19th century, the terminal station of the submarine cable linking Portugal to England brought an English community to Carcavelos, and that is where the name Quinta dos Ingleses (the English estate) comes from; St. Julian's school has operated there since 1932. The 16th-century Forte de São Julião da Barra is today the official residence of the Minister of National Defence.
The transformation came with the railway and the Marginal in the first half of the 20th century, and it accelerated in recent decades with the A5 and the Nova SBE campus. The estates gave way to residential neighbourhoods, and Carcavelos went from a summer resort to a place where people live all year round, with an increasingly international population.
Carcavelos, area by area
By the beach and the Marginal
The strip between the station and the sea is the most sought after: Carcavelos beach, the seafront promenade, Nova SBE and the Forte de São Julião da Barra. Here you will find flats in buildings from the 1960s to the 1990s as well as new developments, some with sea views. It is the most expensive area and also the busiest in summer.
The centre and Junqueiro
Around the station and the main avenue, and in the Junqueiro neighbourhood, there are residential buildings with shops, schools and services. This is where the most affordable flats in Carcavelos are concentrated, many in older buildings, with or without recent renovation, a few minutes' walk from the beach and the train.
Rebelva, Sassoeiros and the north
Heading north, towards the A5, the fabric becomes more residential and quieter: houses with gardens and pools, recent housing estates and developments under construction. You are further from the beach, but you gain space, a garage and quick access to the motorway.
The Quinta dos Ingleses
Between the station and the beach lies the Quinta dos Ingleses, covering around 54 hectares. A subdivision with housing and shops has been approved there, but the works are halted by an injunction, with hearings at the Tribunal Administrativo de Sintra (the administrative court) scheduled for September 2026. Whatever happens there will change the neighbourhood, for better or worse, for several years.
Health, schools and services
Carcavelos has a health centre, pharmacies and private clinics. The municipality's public hospital, Hospital de Cascais, is about fifteen minutes away by car, and Lisbon's major hospitals are half an hour away.
For families, schooling is one of the strong points: state schools at every level, and St. Julian's School, an international school with a British curriculum, in the town itself; the municipality of Cascais has several other private and international schools. Everyday shopping is available locally; for bigger shops, the municipality's large retail centres are a few minutes away by car, next to the A5.
What is for sale
In Carcavelos you will mainly find flats, as well as houses and some plots of land. In our selection, prices range from around €395,000 to €3.5 million.
Flats. They range from around €395,000, for T2 and T3 units (two and three bedrooms) in older buildings with 70 to 100 m², to close to €1.7 million for new T3 and T4 flats of more than 200 m². Between the two there is a clear step: resale or renovated flats generally stay below €750,000, while new-build ones, many still under construction, go above a million.
Houses. They range from around €950,000 to €3.5 million, from T4 to T5 and larger, almost all with a garden and many with a pool, mainly north of the station and near Sassoeiros. The most expensive combine a large plot with proximity to the beach.
Plots of land. There are plots from around €550,000 to €2.4 million, some with a project. With a plot, what you are buying is what you are allowed to build: ask the Câmara (the town council) for a pedido de informação prévia (PIP), a preliminary planning enquiry, before going ahead.
What drives the price in flats is the walking distance to the beach and the station, recent construction, a garage and the view; in houses, it is the plot, the pool and the condition of the building. Between two T3 flats of the same size, one in a 1970s building without a lift and the other in a new development, the difference can be double.
The market moves. Well-priced properties are reserved quickly and some prices are revised over the weeks. The listing you saw a month ago may now be at a different price or no longer available: always confirm the status and current price before going ahead.
Investment analysis
Capital growth
Carcavelos brings together what adds most value to a property on the Cascais line: the beach within walking distance, the train, schools and quick access to the A5. The arrival of Nova SBE brought students, lecturers and companies, and strengthened international demand. The limit is the price already reached: buying here means paying today for a good part of the growth of recent years.
Letting
Long-term letting is in strong demand, from families, from people who work in Lisbon and from Nova SBE students and lecturers. A T1 or T2 near the station or the university lets easily. Short-term holiday rental (alojamento local) is another matter: Cascais council is preparing its own regulations, and the law allows municipalities with many registrations to suspend new ones while they set the rules. Anyone buying with short-term letting in mind should confirm, before completion, whether registration is possible at that address and in that building.
Exit
Flats near the beach and the station sell quickly. The most expensive houses and new flats at the top of the price range have a smaller pool of buyers and take longer. Buyers should think from the outset about who would buy the home from them next.
Points to watch
The Quinta dos Ingleses
Anyone buying near the Quinta dos Ingleses is also buying the uncertainty over what will be built there and when. If the works go ahead, there will be years of building site, lorries and noise, followed by more residents and more traffic; if they do not, the situation may drag on. Ask the council what has been approved for the neighbouring land, and read whatever the court decides.
The Cascais line works
Until the works are finished, the railway has night-time work, restrictions and interruptions. A flat right next to the line will hear them. After the works, the line should be better, but it is worth checking the actual timetable and journey time at the time of purchase.
Summer and the beach
In summer, Carcavelos beach fills up, and with it the streets, the parking and the transport. Anyone planning to live by the beach should also view the property on a Saturday in August, and check whether it comes with a garage space.
Older buildings and service charges
Many flats in Carcavelos are in buildings from the 1960s and 1970s, some without a lift. Ask for the minutes of the latest owners' meetings, the amount of the service charges and of the common reserve fund, any debts to the condominium and the planned works — façades, roofs, plumbing. In an older building, those works do come.
Sea air and damp
Near the sea, the salt air corrodes window frames and outdoor equipment, and damp takes its toll on the walls, especially on ground floors and in poorly ventilated homes. Ask about the insulation and any history of leaks, and view the property on a rainy day.
Buying off-plan
Many new flats are under construction. In an off-plan purchase, ask for the building licence, the completion date written into the promissory contract (CPCV), the guarantee on amounts paid before completion and what happens in the event of delay. The licença de utilização (occupancy licence) is what confirms that the building was finished as promised.
Mortgages and the bank valuation
In a market where asking prices rise and are then revised, the bank's valuation may come in below the agreed price, and the loan is calculated on the lower of the two figures. Anyone buying with finance should have approval under way before making an offer and should set out in the promissory contract what happens if the valuation falls short.
Legal and tax checklist in Portugal
Before buying: the certidão permanente (land registry certificate) and the caderneta predial (tax registration of the property); the occupancy licence; the energy certificate; the ficha técnica da habitação (the home's technical file) for more recent buildings; a statement of no debt to the condominium and the building's regulations; for houses, licences for every structure; near the Quinta dos Ingleses, what has been approved for the neighbouring land; if the aim is short-term rental, the municipal rules in force.
On purchase: buyers from abroad need a Portuguese tax number and, as a rule, a tax representative or attorney. IMT (property transfer tax) and stamp duty are paid before the deed, which is signed at a notary or at a Casa Pronta office (the government one-stop desk), followed by registration. It is advisable to have a lawyer check the paperwork before the promissory contract, when the deposit is normally paid.
While you own it: IMI (municipal property tax) — in Cascais, for 2026, the rate is 0.35%, but it drops to the minimum of 0.3% for those whose own permanent home is there —, service charges, insurance and maintenance. Rental income must be declared in Portugal, even by non-residents.
On sale: capital gains tax, with different rules for residents and non-residents. Since 2023, the residence permit for investment can no longer be obtained by buying residential property.
Who it suits — and who it does not
It makes sense for those who want the beach within walking distance and a train to Lisbon, for families who value the schools, including the international options, and for those buying to let long-term near the station or Nova SBE.
It makes less sense for those looking for a low entry price, for those who do not want to live near a beach that is packed in summer, and for those buying with short-term rental in mind without checking the rules the council is preparing.
Final thoughts
Carcavelos is the Cascais line at its best and at its most expensive: beach, train, schools and an international university next door. That is why prices are high and listings change quickly. What matters is being prepared: knowing what you are looking for, having your finance under way and confirming each listing at the time.
The path is simple to state: confirm that the property is still available and at what price, request the documentation for the property and the condominium, ask the council what is planned for the neighbourhood, and view the home on a rainy day and on a summer Saturday.
