About Agualva-Cacém

Agualva-Cacém is a city in the municipality of Sintra, about seventeen kilometres from the centre of Lisbon, between Queluz, Massamá and Rio de Mouro. It is one of the most populous cities in the metropolitan area outside Lisbon itself, and it grew up around the railway station, where the Sintra line meets the Oeste line. Above all, it is a city of residential apartment blocks, neighbourhood shops and people who work in Lisbon.

For buyers, Agualva-Cacém offers apartments at prices well below those of Lisbon and of the Cascais line, with frequent trains to Rossio and direct access to the IC19. The trade-off is also well known: the city grew quickly and with little planning from the 1960s onwards, it is very dense, it has old buildings without lifts and with works still to be done, little parking and heavy traffic at rush hour. This page explains the city, what is on the market and what is worth checking before you buy.

Where it is and how to get there

Agualva-Cacém lies in the east of the municipality of Sintra, in the valley of the Jardas stream, between Amadora and Queluz to the east and Rio de Mouro and Mem Martins to the west. The city brings together four former parishes (civil parishes) — Agualva, Mira-Sintra, Cacém and São Marcos — and is crossed by the railway line and by the IC19.

The train is its great asset. Agualva-Cacém station is 17.3 km from Rossio, on the Sintra line, and it is also the starting point of the Oeste line, which continues to Torres Vedras and Caldas da Rainha. Commuter trains run every few minutes at rush hour and every quarter of an hour for the rest of the day, and some continue onto other lines in the Lisbon area. By car, the IC19 connects to Lisbon and to Sintra, and the A16 leads to the Cascais line and to the CREL ring road. Many bus routes link the city to the rest of the municipality and to Amadora.

A little history

Agualva and Cacém were already settlements in the 12th century, with most of the houses and land in the hands of religious orders, and for centuries they remained rural places: at the end of the 18th century they are thought to have had around 450 inhabitants. In the city centre a far older memory survives, the Anta de Agualva, also known as the Anta do Carrascal, a megalithic monument classified as a national monument since 1910. Identified in 1875 by the geologist Carlos Ribeiro, this dolmen (anta) has a chamber of about 3.7 by 3.8 metres, formed by seven large stones, and was recently restored; today it is visited in the middle of the apartment blocks.

Everything changed with the railway. The rail link between Lisbon and Sintra brought people, and from the 1960s onwards settlement accelerated and took place, to a large extent, without planning, along the railway line and, later, along the IC19. Agualva-Cacém was raised to city status on 12 July 2001, and the parish was then divided into four: Agualva, Mira-Sintra, Cacém and São Marcos. In 2013 these four parishes were grouped into two unions, the union of parishes of Agualva and Mira-Sintra and that of Cacém and São Marcos. In the 2021 Census, the union of Agualva and Mira-Sintra alone had 41,323 inhabitants.

Agualva-Cacém, area by area

Agualva

North of the railway line, Agualva combines the old core, neighbourhoods of apartment blocks from various periods and the area around the dolmen. There are streets with neighbourhood shops, schools and services, and this is where many of the two- and three-bedroom apartments (T2 and T3) on the market are found, in buildings from the 1970s to the 1990s.

Cacém and the station area

Around the station lies the busiest centre, with shops, services and the redeveloped axis along the Jardas stream, upgraded under the Programa Polis, which in the 2000s restored the banks and created green spaces and pedestrian routes in the centre. It is the densest area and the best served by public transport, with tall buildings and little parking.

Mira-Sintra and São Marcos

Mira-Sintra, to the north, is mainly a neighbourhood of residential apartment blocks built in the last decades of the 20th century, with small squares and local facilities. São Marcos, to the south, near the boundary with Oeiras and close to the Taguspark, has more recent developments, houses and buildings with garages, and a range of properties somewhat more expensive than the centre.

Healthcare, schools and services

The main public hospital is Hospital Amadora-Sintra, about ten minutes away, and since July 2025 Hospital de Sintra, in Cavaleira, has complemented the services of the same local health unit. There are health centres, pharmacies and private clinics in the city. Public schools cover every level of education, from pre-school to secondary. Everyday shops and supermarkets are right on the doorstep, and the large shopping centres of Amadora and Lisbon are a quarter of an hour away; the Taguspark, one of the largest business parks in the region, is close to São Marcos.

What is on the market

Agualva-Cacém mostly offers T2 and T3 apartments, but also houses, plots of land, shops and offices. In our selection, prices range from around €90,000 to €4 million: at the lower end, neighbourhood shops; apartments run from around €220,000 to €380,000, from T2 units in older buildings to renovated T3 units; houses range from around €150,000 for a small home to close to €900,000; at the top are large building plots.

In São Marcos, the Village São Marcos is under construction: a group of new houses sold off-plan, with staged payment plans. When buying off-plan, check the building licence, the delivery date and the guarantees on any payments made before the deed.

What sets the price is the floor area, the floor level and whether there is a lift, the condition of the apartment and of the building, parking and the distance to the station. A renovated T3 in a building with a lift and a garage can cost considerably more than a T3 of the same size in an old building without a lift.

The market moves. Well-priced apartments are reserved quickly and some prices are revised over the weeks. A listing seen a month ago may now be at a different price or no longer available: always confirm the current status and price before going ahead.

Investment analysis

Appreciation

Agualva-Cacém benefits from the price pressure in Lisbon: those who cannot buy in the capital look for homes along the railway lines, and a station served by two lines is a strong argument. The city does not have the image of Sintra or Cascais, and its prices reflect that. Appreciation depends above all on the condition of the building, the floor level and the distance to the station.

Rentals

Long-term rentals are in strong demand from people who work in Lisbon, Amadora, Oeiras and the Taguspark. The rent also has to cover the owners' association fees, the IMI (annual municipal property tax) and the building works. Short-term (holiday) rental (alojamento local) is another matter: tourist demand is concentrated in Sintra, and the Câmara de Sintra has suspended new registrations in parishes under strong tourist pressure; in a building under horizontal property (division into units), the owners' association may also object. Everything should be confirmed before the deed.

Exit

T2 and T3 apartments near the station sell regularly, because there is always a buyer for them: first-time buyers, families and investors. Large apartments in buildings without lifts and units in poorer condition have a smaller pool of buyers and may take longer to sell.

Points to consider

Old buildings and owners' association works

Many buildings are forty or fifty years old, and some of them have no lift. Works on roofs, façades, plumbing and lifts are paid for through special levies. Ask for the minutes of the general meetings of recent years, to find out which works have been approved and are still to be paid for, and for the statement that there is no debt to the owners' association.

Density, parking and traffic

The city is very dense, and in the central areas on-street parking is difficult. The IC19 fills up every working day in both directions. Anyone who depends on a car should check whether the apartment has a garage or a parking space, and should drive the route at the time they will be making it every day; at rush hour, the train often reaches central Lisbon faster.

Noise

Next to the railway line, the IC19 and the main avenues, noise can be constant. Visit the apartment at rush hour, with the windows open, and check whether the windows have double glazing. On the upper floors facing the railway line, noise carries further than it seems from the street.

The stream and flooding

The city is crossed by the Jardas stream, and during heavy downpours there has been flooding in low-lying areas. For a ground-floor flat or a basement near the stream, ask whether the home has ever taken in water and check with the municipal council whether the area is flood-prone.

Safety and differences between neighbourhoods

The difference between streets and neighbourhoods is significant, in the condition of the buildings, in cleanliness and in peace and quiet. Visit the neighbourhood at different times, by day and at night, before deciding, and talk to the people who live there.

Properties sold with a tenant

Buying a rented apartment also means buying the lease. Confirm the rent, the duration, the rules on renewal and on opposing renewal, and whether the rent payments are up to date, before signing the promissory contract (CPCV).

Mortgages and the bank valuation

The bank valuation may come in below the agreed price, and the loan is calculated on the lower of the two values. Anyone buying with financing should have the approval under way before making an offer and should set out in the promissory contract what happens if the valuation falls short.

Legal and tax checklist, in Portugal

Before buying: land registry certificate and property tax record (caderneta predial), with the parish confirmed; occupancy licence; energy certificate; statement of no debt to the owners' association, its regulations and recent minutes; for rented properties, the leases and proof of rent payments; if the aim is short-term (holiday) rental (alojamento local), the municipal rules and those of the owners' association.

When buying: anyone buying from abroad needs a Portuguese tax number and, as a rule, a tax representative or an attorney. The IMT (property transfer tax) and stamp duty are paid before the deed, which is signed at a notary or at a Casa Pronta office, followed by registration. It is advisable to have a lawyer check the documentation before the promissory contract, when the deposit is normally paid.

While you own it: IMI — in Sintra, for 2026, the rate is the legal minimum of 0.3%, with an increase for vacant or dilapidated buildings —, owners' association fees, insurance and maintenance. Rental income is declared in Portugal, even by non-residents.

When selling: capital gains tax, with different rules for residents and non-residents. Since 2023, the residence permit for investment can no longer be obtained through the purchase of residential property.

Agualva-Cacém and the nearby alternatives

Queluz, to the east, is closer to Lisbon, has its palace and a centre with more character, and similar or slightly higher prices, with equally old buildings. Massamá and Monte Abraão, between the two cities, have more recent developments, many with lifts and garages, and their own stations on the Sintra line. Rio de Mouro and Mem Martins, to the west, are further from Lisbon and generally have lower prices. Amadora, already in another municipality, is closer to the capital and has the metro, but that proximity comes at a price. Between these areas, the choice is made building by building, comparing the price with the condition of the building, the parking and the real travel time to work.

Who it makes sense for — and who it does not

It makes sense for those who work in Lisbon, Amadora, Oeiras or the Taguspark and want to buy a home at a lower price without giving up the train; for first-time buyers and families looking for a T2 or a T3 with schools and services on the doorstep; and for investors seeking long-term rentals in an area with constant demand.

It makes less sense for those looking for peace and quiet, space and greenery on their doorstep, for those who need to drive into Lisbon every day at rush hour, for those who want a new gated development with a pool, and for those who buy in an old building without allowing for the owners' association works.

Final thoughts

Agualva-Cacém is the classic commuter town of the Sintra line, with an advantage that few have: a station served by two railway lines and the IC19 on the doorstep, at prices no longer found closer to Lisbon. The difference between a good purchase and a bad one lies in the building, the floor level and the owners' association, in the specific street and in the real distance to the station.
