Short-term rental (Alojamento Local) requires case-by-case analysis: several central parishes are classified as containment zones where new licences are suspended — an apartment that already holds an active AL licence therefore carries a real premium. Buying in Porto as a foreigner Portugal places no restrictions on property purchases by foreigners. You will need a NIF (Portuguese tax number) and a local bank account, and the process typically takes 1 to 3 months from promissory contract to deed. On top of the price, budget for IMT (progressive transfer tax, up to ~7.5% in the upper brackets), Stamp Duty (0.8%) and notary and registration costs — in total, reserve about 7% to 8% above the purchase price. Points to consider Short-term rental is restricted in the centre. Containment zones suspend new AL licences across much of the historic centre. If you buy with tourism in mind and without an already-issued licence, you may not obtain one — decide your rental model before choosing the property. Century-old buildings demand due diligence. Much of Porto's charm lies in buildings over a hundred years old; some have damp issues, timber structures needing reinforcement, or no lift. Ask for the technical file, condominium minutes and, in rehabilitated buildings, the works guarantee. F or G energy certificates are common in non-renovated buildings and mean higher heating bills. Winters are rainy and the city is steep. Porto has an Atlantic microclimate: it rains heavily from November to March and several central streets are steep — relevant for reduced mobility and for anyone who pictures the city only by its summer. Parking is scarce in the centre. In Baixa and the historic centre an apartment with a garage is the exception and commands a premium. If you need a car daily, prioritise Boavista, Antas or new developments with parking included. Prices have risen sharply over the decade. Porto is no longer the bargain market of 2015; prices per square metre have more than doubled in central areas and yields have compressed.
